Human Resources oversees personnel functions for synod personnel, including communication and implementation of personnel policies, recruitment of non-called staff, compensation and benefit analysis for called and lay workers.

It also oversees performance assessment programs and provision of advice to supervisors on matters such as federal and state legal requirements concerning the treatment of personnel.

This department assists WELS organizations in addressing called worker care issues such as compensation, "minister of the gospel" tax treatment, and risk management issues related to personnel matters.
